Why is is that almost every character in this game has a 5 difficulty rating?
In DA there were 4-5 characters who had this rating, so why 20 in MKD?

Simple answer. I do not think that the ratings paint an accurate picture of a character's true difficulty. Sub is a 4? nope. you play him at face value and ur dead for sure. baraka is a 3? nope. he should be a 1. Some genuinely deserve their 5, like N-S, but it's not topo accurate, so do not read too much into it.
