The only way that would work is if applied to Smoke. Suppose he has his cyber and human forms. Now suppose he has his classic Manhattan Project fatality. The only way he could execute it is he was a cyborg.This would allow him to shoot out the mini nukes.There's no way he could do it as a ninja.So in that case it might work, but that's it.

I like listening to new ideas and stuff and would like to see most implemented in some way, but this one I'm not too sure about. Given the examples you've presented, it could work. But I like most would prefer all Fatalities available regardless of the outfit. Besides, doing them specific to costumes limits the amount of choice you have when it comes to finishing of the opponent.
