Maybe... have they said whether or not Quan Chi is in the game already? If he's not officially in the game, than I'd say it's a possibility that Hotaru is Quan in disguise.

Come on your not serious right. Hotaru is simply an interesting new adition to the cast. Besides how deciveing would it be if you could see through it in a few scaterede screen-shots.

When i first saw the pic of him, i thought he did resemble quan chi a bit. But he is a totally new character.

he looks likes quan chi.... remember the game is called "deception" which means quan chi could be getting revenge from MKDA for his loss and is getting revenge through deception.....*mk deception moment* Hopefully before E3 more story will be released bout the confirmed characters or atleast where they are coming from.....

There's nothing about him that makes me think he is Quan. I think Hotaru is just a completely new character.

Hotaru in the first pic fighting against Scorpion seems that he is bald and has the white skin (like Quan Chi), but in the second pic, sees quite clear that has the skin of normal color, and the white hair (I cannot assure if Hotaru takes to the gathered hair or the loose hair like Sephirot, although believe that Hotaru takes the gathered hair).

no offense but I don't see how Hotaru looks anything like Quan Chi. He's just a new character. A kool one at that! and to the above guy, I think hotaru has white hair and it does look tied up, japanese style (like Raiden's alternate costume in DA)
