i've unlocked Raiden, so i know this works for sure.
1. beat Konquest mode.
2. go to Orderrealm, E-3, and beat Raiden. you will then get the key to unlock him.

to get Kira, go to Earthrealm and go to the beach you will see two beach shacks go in them both one will have aa mk coin and the other shack will have a chest and a gold mk coin open the chest and you get the key to unlock Kira.

Which version do you have, XBox or PS2? I have the XBox version. I don't remember what I got in the 2 huts at H-2, but I can tell you that KIRA is NOT ACCESSIBLE on the arcade select screen. Either there is a difference between the two versions, or there is a BAD BUG that Midway didn't work out!
I have beaten the first part of Konquest (collected all 6 pieces).
