you can train with Kabal in the Netherrealm. i can't remember though and after you beat Tanya once you can talk to her again in the spot in Edenia and she will train you.

Kira is in the Chaos Realm... inside the little area with the graveyard. Kabal is in the netherrealm... but you can only train with him after you've beat konquest because he is located across the bridge (the bridge where a guard said you can't pass... and punches you... he goes away once you've completed Konquest).
