Hotaru H-1 Question

Maybe a lame question to ask, but i can't find Hotaru in Order-realm at H-1.
I have all characters accept Hotaru. And I found only one place that's located at H-1 so what am i doing wrong?

There is a certain time when it is avaliable, I'm sorry I dont remember when that is but you might want to meditate there until it appears.
