I think the problem with Scorpion is that, he was a side character. He was a Mitsurgi, Yoshimitsu etc. A character that shouldn't be with the main characters. The developers like him and that is why he appears in all the games.
Then MK:DA came along and screwed it all up. The problem is they killed off their poster boy - Lui Kang and they needed a new person to promote the game on. Rather than create a new character or someone else (Maybe Kung Lao or Sub Zero who had been major characters in the past) they chose Scorpion and they completly changed his character from a somewhat likeable character to this thing we got now.
We have, now a Spawn, a Shadow, a Kratos. A character consumed with so much generic angst that he is completely unlikeable. Unless its teenagers. But they don't count because they aren't allowed to buy the freaking game.
Oh well. Personally, I like to think that a big comet wiped out the entire cast of Armageddon and Raiden performed a deus ex machina and somehow managed restart the series from the beginning (MK1) but everything is a bit different.
So Scorpion can now start off shit and get slowly worse, so much so that when the big villain snaps his neck in MK13: Unlucky for some, no one really cares. Also on the whole Quan Chi thing: Just freeze him in a block of ice, if you kill him, he will just come back. Freeze him in a block of ice and thus you know where he is at all times.

ThePredator151: My main problem with the whole son and wife thing is that bringing either one of them back kind of cheapens Scorpion's story a bit. It's kind of how it would be if Jerrod was resurrected or the Original Kung Lao or something like that. I would rather they just rest in peace.
JohnBoyAdvance: I don't think Liu Kang was really the poster boy of MK. He was really just one of the main protagonists, that's all. The change with Scorpion's character seems to have started with MK4 or MKDA with the line in his MKDA bio about him assuming for many years that Sub-Zero (the younger one) was responsible for the death of Scorpion's family and clan. The thing is, Quan Chi framed the OLDER Sub-Zero. So Scorpion either thinks that the current Sub-Zero is the same one he killed or that he knows that this Sub-Zero is different and blames him anyway, which makes him ignorant.
There's also the whole character portrayal thing, in which the TV and movie portrayals of him are mainly to blame. In MKSM and MKA, it really showed just how bad Scorpion has gotten, especially how in MKSM when Scorpion gave thumbs up to Liu Kang and Kung Lao kicking his ass. It's certainly not the smartest or most logical of ways to use such a reference from Terminator 2.
