When you are in the Orderrealm, you fight him once when he is standing with the Seidan guards. Around 7 p.m. or so, they will move to the tall building that is located at E-3. I walked up to him and hit him as they were leaving. A two round fight with him doing double damage started. When you win, it gives you the key.

No certain day. Raiden's out there everyday. Just make sure you go between 9 and early evening.

I saw him out there and fought him but I didn't get a key. I didn't start the fight by punching him though. I just walked up and spoke to him to start the fight. Maybe thats why I didn't get it.

Dammit! I've fought Raiden 4 times already, all after 7p.m., tried talking to him, hitting him, when he was standing still, and when he was leaving. All I get is coins. What the hell?

I think you have to finish the konquest first then when hes wandering around the order realm fight him.
