There's a very distinctive difference, and as Vogel has said Hotaru wants order at "any and all cost".

It's not been mentioned that I know of but the Dragon King is actually neutral as well, he'll bring peace and order to the lands (no matter how he has to do so, which is the catch)!!!

What Benzou is saying is that for an equal amount of good and evil to exit, Hotaru is siding with the Dragon King. The scales must be wieghed more on one side for him to be siding with him.

Everything in this game has to do with perspective. Order isn't the same for everyone. So Hotaru will look at it one way, while Sub-Zero might look at it another way.

Well i'm just thinking that he is more evil than good to side with the Dragon King. I know it says Neutral, but he must have more evil or evil intentions. We'll see.

That's the thing, though. He's not evil. He's completely and truly neutral, which is FAR worse.

You can count on evil, evil has certain inherent flaws. Neutral is just frickin' scary.

Hotaru believes what he is doing must be done and that the Dragon King the means to achieve that end.

Order doesnt mean good, Hotaru has a vision that is order which he see's the Dragon King able to bring. Remember in the Dragon King's views him conquering the realms is HIS order. He would be in command and if no one opposes him there is order in the Dragon King's world.

I find the whole twist in his story to be very original and interesting.

I think his story will be one of the best.

The DK doesn't want to destroy the realms, he wants to conquor them. Even under evil there is order. It said Hotaru was going to join with Shao Kahn, and Shao was well on his way to uniting the realms under his own rule, as evil as it was.

Order and good are two different things, just like chaos and evil are. I think Hotaru will have a great part in this story.

Actually, according to his bio he was going to stop Kahn, not join up with him. Apparently Shao is a little too chaotic?

well if hotaru was gonna stop shao khan its because he wasnt supposed to conqour the realms, if he is siding with the dragon king then that means he is obviously supposed to rule in hotaru's oppinion or hotaru knows that the DK will rule with a single supreme order and keep it under control. im pretty sure that hotaru is gonna see that the DK will fail or something and side with good or remain neutral. I know for one thing that he wont be evil, that would suck
