He is, sorta. He can be seen behind bars in the Dark Prison stage, but he isn't playable. You can also meet and talk to him in Konquest mode.

I think so, SERIOUSLY. Here is why:
When MKDA came out we all wanted Kabal, ermac, nnob, smoke etc.
Now everyone wants Stryker back for shits and giggles, I bet he will be. Also Rain will be in the game too obviously.
