According to sources, she may be playable. I got a confirmation of this in May when I was told about Jade, Kabal and others. Given recent speculation about what is to happen with her storywise, I would assume she will be playable. However, I wouldn't say it is a definite fact.

Kitana hasn’t been confirmed by Ed yet.

As far as I know, she is held captured and her fate has been already decided. She might be playable though.
