kabal? who's side is he on?

I remember after mk3 kabals ending said he became a "crime fighter" sort of guy, but in Kira's bio, it said that she was recruited by kabal to help him control earth or something? Is kabal a bad guy now?

in my opinion kabal has taken command of a new black dragon clan. now he is leading that clan and taking care of unfinished matters aka mavado and the red dragon. also i think he is here to finish off the dragon king and then he will start his bid for power.

It seems like he is evil again.
I just don’t like the idea! I hope they have some good reasons to why Kabal has changed sides.
