He looks like a regular guy in outworld. If you are looking for something special you won't find him you need to talk to him to realize he's khan.

Shao Kahn is in a place that looks like his very own village stronghold, just NE of where you come out of the portal with Shujinko.

That village looks like Kahns arena from MK II

Except that there are no random battles with Shao Kahn's militia or Shao Kahn himself. Nor is there any swords or battle axes for you to pick up.
Midway if you are reading this thread and happen to read my message, hear me out and make RPG Mortal Kombat game that isn't just in the MK2 timeline but one that a sequel in story and character to Deception!!

To give you a more specific location.
He's east of Reptile in the living forest in outworld, he looks like a normal guard so talk to him to realize.

he's kind of hard to spot because all the guards are wearing similar helmets. just start talking to everyone in the area if you have trouble picking him out.

i dunno what their talking about that hes by the Living Forest. hes walking around in this lil village that i believe is SOUTH of the portal. not sure if it is South tho but i think it is. well just go to the right side when just coming out of the portal. he isnt hard to spot at all either. i dont know y they r saying he is. he isnt. clearly u can tell easily its Kahn unless ur at a distance. hes more around the middle of this "village".

You can tell its Kahn because hes not wearing any pants. lol. Hes wearing his original MK2/MK3 outfit. All the other gaurds are wearing black trousers. As for his whereabouts, its in B-6. He asks you to find Reptile, later on he'll ask you to find and Reiko.

u can tell its kahn bcoz his is the only helmet with the 2 sort of horn/spike things on it
