Remember that it DOESN'T work on certain people.
Cage, because of the sunglasses, cyrax because he has bionic eye front thingy's and Kenshi himself for obvious reasons.
Check which character you're doing it against.

I think it works, eyes just don't come out. Don't forget Jax' sunglasses. For me, it works with everyone.

I have the PAL xbox version and got it to work, even on kenshi.
Obviously his eyes don't pop out, but it still works on him.

Oh, I see, I just read that it doesn't work with people that have eyes on show, I guess they meant the eyes just don't pop out, or I just totally misread (probably me mind, lol).
