The name is Mavado, and he's not confirmed, i don't really think he'll be back for MK:D but who knows, Kabal has to settle a score

Not many people like him though, so he wasn't requested. He might be back, but I have my doubts. We'll see.

Heaps of people liked him Grimm, a lot of people just went "OMG! HOOKSWORDS! He's a ripoff!!11 Kabal must be back to kill him!".

It's just the anti-anyone else that kills or takes Kabal's Hookswords can't come back people that don't really like Mavado.

Li Mei wasn't requsted. Nightwolf wasn't requested. This isn't our game, it is Midway's. I think fan-forced characters like Kabal and Smoke really destroy a lot of possible characters. Nitara, Drahmin, Frost and Mavado all should have returned but only Li mei, Kenshi and Bo' Rai Chi have that offer (so far).

Considering his story was unfinished, he'll probably be a character that's unlockable but not on the select screen (holding left and pressing a button on Kabal, anyone?)

I never liked him, i really hope he doesnt come back. Anyways Kabal is back and hes like 20x better then he was. But hey who would have thought that Li Mei would be back, even though i do like her.
