Well I just checked, and I believe that is Sareena. I've recently heard of her and saw a picture of her. Yer description was close, but not exactly. Her hair IS like Sindel's except a lot shorter, and more human like. Her face isn't really like Kira's but I guess you could say it was similar. She has tatoos or something under her eyes, similar to the ones of Benji Madden of Good Charlotte. And as you said she does have a purple outfit.
