She is at H-6 at the bottom right where that half circle is. With Tanya you can't give it back to her for some reason. I guess after you fight her in Edenia to get Sindel out of Jail she is mad at you so all she wants to do is fight.

well frost is in the same place she was when she gave you the quest and if you talk to lui kang after you talk to tanya you cant give her the map because she no longer appears where she gave you the quest
