Scorpion isn't really that high up the netherealm food chain; Noob Saibot, Moloch and Drahmin are all more powerful as far as their netherealm status is concerned.

Being able to die over and over again gives Scorpion the edge I say. Being powerful is not the only thing that matters when making someone a great foe.

Scorpion will never die by just anybody. It's going to take some magic to end his life once and for all.

Noob Saibot is a demon; he was born dead. He's immortal. Same with Moloch. That gives them the advantage over Scorpion in my opinion.

Scorpion can die. His physical form is defeatable. Scorpion would need more than just Spectre powers to be Lord of the netherealm
