He is supposedly back, although I haven't seen any proper confirmation yet.

If he isn't then he should be back. He has an important role as Protector of Earth Realm and Leader and Guide of the Earth realm forces.
They confirmed him at E3. They asked Boon. I think.

They read in a pamplet at E3 that Raiden was returning, unfortunately I heard that the pamplet in question had a ton of errors, mainly typos, in it. So Raiden is not 100% confirmed as a returning playable character and a SURVIVING part of the storyline.

I still pray to the little gods of technology that he will make his return and not as the Protector of Earthrealm but as the God of Thunder. Let Fujin stay on Earth to set up defenses and let Raiden take the fight to the enemy for a change rather than wait for them to make the first move.

Raiden would not be back since the dragon king is the narrator.
