in that gamepro article, it says this:

"Although Deception is online heavy, downloadable content, ( such as FIGHTERS and STAGES )will not be available for Deception"

Any thoughts?

That means there won't be any new fighters or stages added for you to download.
Some games, especially sports games, allow you to continually update your game this way.

I am so glad that MK Deception wont have downloadable content for MK: Deception, and I hope future MK games as well. I mean don't put all your apples in 1 basket. After the game is released and if they have new ideas save them for the next MK game.Also what is your question about Shujinko? :.\
