Shunjinkos moves

Where can you get his moves and at what time in the story. Does he have to be a specific age? Also question about his fatalities. I tried going to D-4 in orderealm but his chest didn't appear, why is that? Do I have to progress in the storyline more ( Im currently the 60 year old Shunjinko at Edenia.) Post if you have already done this
