She gives Shujinko "her word" nothing will happen to the people if we bring her the head of the ruler of the city. Are we supposed to find a random head and bring it to her?
And does Nitara ever talk to you? All I have gotten out of her is her threatening me after I punch her.

ok she is talking about the leader of the little walled in city. she is demanding you go and slay him and bring her his head in exchange for the city's peoples' lives. but as youre finding out, shujinko fucks everything up as usual lol
