Did MKDA's intro explain why Smoke, Kabal, Stryker, and other's weren't in the game? NO! So why would Deceptions explain it. However if your talking about character bios explaining the relation to other characters than that's something different.

Yeah I hope that the intro to MK:D is good. Hopefully it will explain what happened to all of them. It better at least, since Kung Lao and Raiden are huge parts of the story. They probably both died. I think Liu Kang kills Kung Lao and Quan Chi kills Raiden. I don't know, just a guess.
