In H-2 there is a hut. Go inside and meditate till a chest appears. There's Kira.

LOL Well then meditate OUTSIDE the hut. If i remember right, her chest appears @ night, INSIDE the hut.
Tonya I got in Outworld I think, her chest is at a dead end. When I get home I'll post what her Grid location is. She's another one that appears @ night.

Tanya's chest is found in the Ice Cave in Outworld and you have to meditate to get it. You might only be able to get it after you tell Frost about the Ice Cave, but you may not. I'm not sure. I only found out and checked after I told Frost.

Nerrol, I never found kobra there for his alt outfit, but kira is in one of the huts on the beach in h-2. remember when you had to go down the beach to find the medallian? well after you found it, you probably headed back to bo rai cho, but if you go west i think then there are a few huts down the road and one of them has kira inside. Its hard as hell to find all this stuff. By the way, gamefaqs online has a faq for many of the characters but not all of them. The person doesn't know where raiden and liu kang are, but he/she found the rest and gives a decent location for them.
