Actually, funny this subject should come up...
Yeah, Swamp Thing's a badass. He's not a joke character, and if they can actually make him look right (oozing swamp matter), he would be a good fit for the game. Granted, they'd have to drastically reduce his powers to make him fit, but they're already doing that with Supes, Wonder Woman, and Captain Marvel.
Swamp Thing may not be as big an icon as he used to be, but he still has had an incredibly large presence in the world at large. He's been in movies, TV shows, cartoons, award-winning comics by Alan Moore, and much more, and he's still very much DC.
... but he's not an OBVIOUS choice and I'm almost certain that Midway (and maybe even DC) have simply forgotten about him.
But, I do believe he'd be a good fit, and he does deserve a spot, more so than even Deathstroke, the Joker, or "Shazam".

I actually thought he was from Vertigo, which is a DC imprint, but still. I'm not sure if it was confirmed that characters such as John Constantine from Hellblazer, or V from V for Vendetta couldn't make it in.
Most likely though, if the game had a more expansive roster, you'd probably see a couple of these guys in there. I've personally really only "heard" of Swamp Thing, but he seems like an interesting character.

Yes, yes, I know "Shazam" is Captain Marvel. Hence the quotations around his "name". Like "this."
But what's the "no U" part about?
Also, Swamp Thing is NOT Vertigo. He's been in some Vertigo books before, but he's not exclusive to the Vertigo brand, like Punisher is both in Marvel comics and Marvel's MAX adult comics. He's in the DCU in the same vein as Batman, Superman, and others. He's not like V for Vendetta or Watchmen. He's actually in the DCU and has had several run-ins with Batman, Lex Luthor, and Poisoin Ivy and has been in the recent Infinite Crisis mini-series involving much of the entire DCU.

Actually he does, Swamp Thing had one of the greatest monthly runs in comics history with Alan Moore and fits the brand better.

I'm a fan of swamp-thing, think he would fit nicely into MK
Swamp Think IS Vertigo. He has been a Vertigo character for the last few years when the writers wanted to take an extremely adult turn with the stories. But Vertigo characters are DC characters. Vertigo is just DC's "adult" line. Swamp Thing was always mainline DC before recently though. By recently I mean the last 5 years or so.
Swamp Thing would be a perfect fit for the game, and would probably be one of the most intersting character models ever put in a video game. This is why the MK vs DC roster should be at least 32 characters deep, and preferably 40. Cuz then you'd have all the awesome characters that aren't the "most popular". Like Swamp Thing, and John Constantine, The Spectre, Black Adam, V, and many, many more. Hopefully MK vs DC gets some more characters as DLC..

Vertigo typically maintains an exclusivity for characters associated with the brand. Exceptions more deeply ingrained in the DCU, (like Deadman), might still appear in DC Universe productions, but the Swamp Thing series went from progenitor, to founder of the Vertigo line.
This deep association coupled with the critical acclaim of it's mature and removed plotlines has effectively rendered Swamp Thing off-limits, despite his DCU origins.
Just to clarify; characters like V, who has external publishing origins, is not only conceptually contained, but like most Vertigo characters, offlimits and completely irrelevant to the DCU (and other Vertigo titles).
Though there are always exceptions, Vertigo is a brand, not a universe.
