Have you been around the 3 gatekeepers? Where you had to "awaken Kochal"? He's near that area. He's in 2 spots at once in the Netherrealm: as part of the 3 gatekeepers (kira, kabal, kobra) and not too far from there where you can train with him. I don't remember the coordinates either but I THINK it's in the F's, G's or H's. You can leave the area where the portal is, walk out and keep going straight, dead straight, and eventually you'll get to that area after crossing over 2 bridges I think. I don't remember exactly, but you should find it.
