No offense, really, but what the fuck are you people talking about? You see his color scheme and straight off you condemn him for looking the same. Scorpion looks virtually nothing like he did previously, with the exception that he is a gold ninja.
There are two types of revamps, guys. There are changes, and there are upgrades. Scorpion got upgraded... majorly. He was given gold armor pieces, notably the metal breast plate on his chest. his vestment has been made thinner and more suttle to look sleeker, as well as give more focus to his gold armor. They even gave him armor above his brows. You can't get more original than that!
Scorpion may not look the best, but I most definitely would honor him with the "most improved" award.
The best design goes to Ermac, IMO.
