Anyway I say Scorpion comes in and decapitates both of them.

Depends whether we're talkin story or game. Story-wise, Quan would probably rip Shang Tsung a new asshole...but Tsung is one of the strongest characters in the game...then again, I find Quan a little tougher to beat than Shang in arcade mode...so, I guess my vote goes to Quan Chi.

Well, I find that Shang Tsung has a more important role in the story, he is also harder for me to beat.

Shang Tsung Wins. Fatality

Shang Tusng. He has more powerfull powers, and he seems to be wise.

Actually Quan chi is more powerful and more experienced in terms of sorcery. Shang Tsung is just a better fighter.

Since QuanChi was described as being more evil My vote goe sto him.
