I don't think you can. There are some members who lost their passwords or forgot their user names in the past , who were allowed to create new accounts. I wish , we were allowed to create new accounts. I hate this FROST4584 user name myself.

The best thing you can do is ask a mod or admin for a update to date answer.

I think if you get permission from a moderator or the administrator(s), they'll allow you to create a new account and they'll ban the old one.

No new usernames.
