i'd say having a cult following IS a strong fanbase. every album they release pops up on the billboard charts and sells in the 6 digits. sometimes high. sometimes low. but they'll never fade away completely. in the mainstream they have. but they rule the underground.

1) they've never done a commercial selling action figures. they've sold action figures. but never done a commercial for them. plus they were sold at spender's gifts. not k-b toys.

2) they're not in the mainstream eye at all and you know it. who cares if they have action figures released? it's not like anybody knows about them except the people that go to the store and see them. same for their tours, music, and everything else. you have to look for them to find them. they were mainstram for a second. like master p. but both are out of the mainstream eye and both have their albums listed in the underground charts for billboard charts these days. just to go back to the action figures once more. there's action figures for indy wrestlers. are they mainstream? no. twiztid, icp partners, have action figures. does that mean they're not underground? no.
