Well taking into account your age, there are certain things I can't suggest.
What I can suggest is going to social events where girls your age are at, say a park or sports games, or summer dances or concerts even. Introduce yourself to them, get to know them a bit and go from there. Really that's all there is to it. You need to talk to girls and be confident in yourself in order to find someone to spend time with.
