How do I use a pic in my Sig?

How do I use a pic in my Sig? I have the URL but I can't figure out how to do it.

And I tried to PM someone but it told me message was too short. So I made it longer and longer but still same message! What's going on??

Not to mention the "server busy" comes up every few minutes, so much for an upgrade! It is no different from before.

Can someone help explain how to do the pic in my sig? Thanks!
