Quan Chi (Deceived Shinnok. Deceived Moloch/Drahmin. Killed his enemy Sub-Zero by using Scorpion)
Tanya (Despise her greatly and wish a bloody death for her, but I can admit she's clever)
Shang Tsung (Was able avoid being killed by Shao Kahn after failing many times.)
Nitara (Used Reptile. Used Cyrax.)
Kano (Switches sides to get what he wants and stay alive)
Baraka (If his ending happens)
Havik (Used a large number of characters to obtain Onaga's heart... again, if his ending happens. Regardless, he is still using most of the cast)


Dumb characters:

Moloch (I like Moloch, but he's an Oni... so his thoughts are probably the most primitive of any character.)
Reptile (Less dumb, more low self-esteem.)
Mokap (No comment)
Sheeva (Trusted Kano...)

Shao Kahn was smart I guess when he made a clone of himself.

Shujinko is kinda dumb, when I played through Konquest for the first time, I could tell that something fishy was going on with that Damashi person yet Shujinko was too blind to see it. O well he's still cool.

Here's how I see it:

Smart

• Onaga (for his deveiving Shujinko into getting him the Kamidogu)
  
• Shao Kahn (always one step ahead of his enemies)
  
• Kano (more of a street smart kind of thing, can stay alive)
  
• Goro (might SEEM dumb, but was able to fake his own death and fool everyone for years)
  
• Quan Chi (fooled not one, but TWO gods with that Amulet trick)
  
• Hsu Hao (like him or not, he fooled the US Special Forces into thinking he was in the Chinese military)
  
• Ermac (pretty much the only one who can sense the One Being's presence... he's gotta be up there)
  
• Sub-Zero the younger (able to escape 3 Lin Kuei cyber-ninjas, that must have taken some cunning)

Dumb

• Kabal (changes between good/evil every time he gets beaten up)
  
• Shujinko (Got fooled by Onaga)
  
• Sheeva (tricked by Kano)
  
• Baraka (speaks Broken english, at least in Tobias's MK2 comic)
  
• Raiden (being fooled by that Amulet, and also nearly destroying Earth when he was supposed to be its protector)
  
• Kenshi (tricked by Shang Tsung into releasing the souls of his ancestors)
  
• Shinnok (Giving into false illusions of power, also fooled by the Amulet)
  
• Reptile (gets fooled by ALL the bad guys)
  
• The Elder Gods (for allowing realms to be merged together, even though it brings back The One Being)
  
• Shang Tsung (for thinking he stood a chance again Liu Kang, after Liu had just proven himself the Champ by winning a fight against Goro)
  
• Scorpion (can't keep the 2 Sub-Zero's straight, and blames the younger one for his death, didn't figure out Quan Chi was involved in plotting his death, can't make up his mind whether he's going to be the younger Subby's bodyguard or not)

Technically the Elder Gods have no choice in the matter. They select a Champion and create demi-gods to carry out their deeds on the ground. They would have done everything in their power to prevent the Kamidogu fusing, since they were the ones who originally broke up the Great Dragon to create existence. Unlike others in your list who could have stopped themselves being deceived or killed, The Elder Gods would be unaffected by the One Being unless it decided to destroy them (Onaga's Potential Ending). Just thought I'd clear that up.

Smart: Baraka. Surprisingly tricked Mileena if his Ending exists. (Then again, she ain't that bright. But wouldn't she know the difference between Baraka and a random Tarkata? I know Mileena's sense of smell isn't as acute (Tanya's Ending), but honestly!)

Median: Onaga. Began smart by deceiving Shujinko, ended dumb by not forming enough allies to prevent defeation.

Dumb: Shujinko. I don't care if he's the "new hero", his story was pathetic when he was a subject of the Dragon King's deception. (Besides, the "new hero" is an old loser? )) Hopefully Dark Raiden's Ending will happen, I really want that Shujinko DEAD. For GOOD.

Smart-
Sonya and Co

Dumb-
Scorpion and Co

Ill make a list later, but Tanya is deffo a smart one. She knows what shes doing, thats why i love her. But in dumb terms i would have to say Shujinko. I mean what the hell, whos going to trust...Hes an idiot.

I'm not sure where you got the "Great Dragon" part from, but anyway - the problem is that the One Being DID try to destroy the Elder Gods, and that's why they broke him up into all of existence in the first place. Li Mei's ending where Onaga becomes the One Being and destroys them after all, is really just the One Being carrying out his desires in the first place.

I think they do have a choice (there's always a choice), they KNOW that the One Being threatents their existence, and they don't even have ignorance as an excuse - it's just their plain stupidity for letting the situation get out of control.

Smart Characters:

Noob Saibot: He basically layed low until Shinnok, Quan Chi, and Shoa Kahn were all out of the way. Now he is out to take some power for himself.

Tanya: She just continues to work for which ever big bad comes along. That way she gets to stay alive. I wouldn't call her evil... I'd simply call her a survivor.

Shang Tsung: Manage to stay alive for quite a long time through some great manipulaton.

Quan Chi: He is probably one of the most clever characters in MK. He fooled Shinnok, and managed to manipulate Moloch and Drhamin to help him against Scorpion. He also managed to figure out how to bring the Dragon Kings army back to life.

Stupid Characters:

Kai: His ending in MK4 made him out to be a complete moron. (Raiden: What will you do now? Kai: I dunno... wander the earth search for my soul... that sorta thing.)

Frost: First off...I just wanted to say I have nothing but love for Frost but she was very stupid to try and take the Dragon Medallion from Sub-Zero, and now she is apparently dead.

Jarek: The guy ran off the side of a cliff... enough said.

of couse i think shujinko is dumb. im 12 and i saw through that Damashi Onaga act from the first 2 hours i played conquest. But though i hate 2 say it i think cyrax is smart. he managed 2 stay alive and switch 2 the good side. but his brother sektor is stuuuuupid. i didnt play thru the whole mk game. but at his ending he walked in on cyraxs ending and killed everything. what hes so dumb he couldnt get his own ending.

SMART: shang tsung, he turned himself into kung lao and with the help of quan chi killed the unbeatable liu kang. that was a pure genious idea seeing as how he was the champ of earthrealm and like the only one who could beat shang and kahn.

DUMB: Sub-Zero, lets face it the guy thinks his armor talks to him. what a nut.
