hey, i have mass effect 1 and 2 saved to one hard drive, and all my other stuff on another hard drive.
Is there a way to transfer the game data (saves, acheivment, and so on) from my profile on one hard drive, to my profile on the other hard drive WITHOUT messing anything up?

Well the new cloud saves on Xbox LIVE can easily do that without hassle.
Or you can use a transfer cabe.

the hard drive with mass effect does not have a gold account, so i do not have access to cloud saves.
also, i think with the transfer cable, you transfer everything to the hard drive. and even then, the games still stay on whichever profile they were saved to.
is there a way to simply take ALL of the game data from one profile, and move it to another profile on another hard drive?

There are hacks you can use where you save your game data to flash drive and then put your flash drive onto your computer and you can transfer the data between profiles. However, there's no official way to do it other than hacks since the saved data is digitally signed to the profile that created it. So if you created a game save for Gears of War under username A and want that game data to work on your profile using username B, it won't let you migrate it because it will provide the following error message "cannot move data between profiles". So unless you want to deal with downloading hacking programs from the internet to move them between flash drives, there's no way to do it. Just YouTube "Hack Xbox 360 Game Saves" or "Hack Xbox 360 Profile", you'll find plenty of instructional videos on how to do it and what software you'll need. I've never tried it myself. What these software applications can do is hack into your saved data and digitally remove the profile which was signed to it, then you can transfer it to another flash drive and use the application to sign it to that profile. I'm not sure how much work it would take, but that's probably the only way you'll get it to work.

thanks man.
oh, one more question.
If i get a new xbox (slim) can i use a transfer cable more than once?
like could i put the gamertags from hard drive A and hard drive B on the same system as long as it fits?
so it all combines to form a hard drive C? ;)

I don't see why not. I started off my Xbox 360 by using a 1GB flash drive, then I bought an 8GB one a few months later, moved the data between the two, then bought a 16GB flash drive and moved the data to that one. So I assume there's no reason why the transfer cable won't let you do the same thing between actual hard drives.
