popularity is not something the developers have control over. well to a degree. they can market a particular charcter more than another (i.e putting scorpion all over the box and the menu screen etc) .if people like scorpion more this time around then thats that. but i personally think it has something to do with scorpion being a more user-friendly character than sub in this game.

Heres the thing.. Scorpion is easy to use.. so every idiot that has DA can use him. It takes alot of practice to get good with Sub-Zero.

as someone else said, it's not something that can be controlled. i personally think that it's because he plays very similarly to the way every character played in past mortal kombats. he's got the basic sweep moves and other straightforward type attacks that you would expect from mk. the major exception is he has no uppercut. but overall, he's got a lot of high and low attacks which are easy to apply to a fighting situation. characters like kitana, quan chi, or shang tsung have styles which are very unlike past mk fighting techniques, so i don't think people tend to latch onto them as quickly. i like scorpion, but i usually find it more fun to experiment with more interesting styles like dragon or eagle claw.

Skullface, Mr. freeze and Kung Fu are all VERY Strong fighters. It's hard to say who is the best of the three; really just a matter of opinion. Maybe Midway uses the Skullface promo becuz' he is not only well recognized, but serves as neutral in the game itself, thus he is best to represent the true essence of the game.
