Scorpion the character whos stronger than Shao Kahn

In MK II, we all know that Shao Kahn is a threat to the whole world, so I'm pretty sure the other characters know what he's capable of. If Scorpion's the strongest character, is he the only one who's stronger than Shao Kahn?

Slightly disbelieve it. It is exceedingly well known Liu Kang won 4 MK championships, presumedly defeating Shao Kahn in the 2nd and 3rd. So Kang was equally one who was stronger than Kahn. He proved it.
