Shao Kahn.

I think he's capable of destroying anyone in the MK universe. He always gets what he wants one way or another.

Shinnok has powers, but so does Kahn, btw. He has sorcery or black magic.

Kahn is the boss who has stood on his feet the longest. He's got to be more powerful than Shinnok.
