How do people import 3-D into 2-D?

Like how black dragon imported the Noob-Saibot one into the 2-D backround and stuff. Should I use flash on it or MSpaint? And how do I do it? And how do people put those glowing things around the people? Please don't post pointless replys like "LOL ROFLMAO you dont know ya stupid n00b?HAHAHA" Please make a REAL reply on topic

You need to get photoshop and learn all the basics in that. The noob thing was done but cutting out an image of noob from a deception screenshot, but some others like tanya where sprite edits proabably done in photoshop or paint.

When i did it with Kira and Hotaru, i simply just coloured white all around the screen shot and took them into word to smallen properly and paste onto a background. They turned out okay but im laying off the fakes in till i get photoshop.
