I think for the most part, you'd be right. However, I still doubt any new characters will be made, nor will there be any MKSF characters. I'd remove the two completely made up characters at the bottom and replace Tasia and Tremor with someone else, maybe Sareena and Shinnok. The 2 fresh characters could be replaced by Rekio and Kenshi, if Kahn and Goro are not playable, it'd keep with 26 characters. Motaro and Kintaro may appear, if they were made correctly. Other than that, it seems pretty plausible.

"Previously unplayable" is an extremely short list. We're talking about Tremor actually being the most notable of them at this point. You could make some argument for Hornbuckle or a shadow priest too, but neither seem very likely in place of staples like Liu Kang and Baraka. Even if you want to go that route, MK4 and later characters are even far more likely in my mind.

I'm just not following your train of thought with the 4 new characters idea, when it'll be a surprise to me to even see one new playable character.
