Okay I'll explain this one.

First I get this picture out. I have to cut it out of the original background. Then I right click and copy it. Then I start on a new background. I paste the picture and move it where I want it. Then I turn the white background black, to make it more visible for what I do next. Then when the background is black, I click a white color and go around the picture to remove the bits of the background from the original background that weren't cut off. When they are all removed, I change the background back to white. Then I figure out what color I want the background(gray). Then I make the name, First I write the name once in black, or a color of my choosing, then I make another name, and put it over the first name to give it a pop-out effect. Then I make lines of different sizes. When I finish the lines, I get this line that I can bend and just put it in from there. Then I inverted the colors, to give it a neon like touch.

And I came out with this.
