Can get a sig with a blue background, with pictures of Johnny Cage doing the shadow kick with the shadows glowing. For text can it be green and say "You idiot, you just stepped on my sunglasses"

Nice job man, I would just add a 2 pixel border to it. I think it always helps enhance what you've made. Also you should emboss your text more in the sigs you make.

What do you mean a 2 pixel border? and what is emboss?

I don't know what program you are using but there should be an option to add picture frame, where you can choose the size, colors, etc. With text you should be able to use filters, bevel, emboss, etc. Something to enhance it.
