i seen it yesterday and i think that its kinda weird. The life bars are jumping around and stuff, that blood squirt just siting there at the end. I is just so jumpy everywhere. You should try using x axies and y axies to place your stuff better so it doesnt jump as much.

Most people would say don't quit your day job. I say quit it, b/c you need a lot of time to improve. Sorry, I just saw T3, and am in a bad mood. I'd recommend not trying to render each frame, and get your hands on some program with a layers option, so somethings stay static in all the pictures. Not a bad idea for a fatal. Oh and a better host won't be too bad of an idea.

Um, okay. This needs MAJOR work.
Seriously you NEED to get your own sprites now, because these animations are too jumpy.
And what is up with them lifebars? Lifebars if anything are the one things that STAY in the same position in an ani, lol.
Anyhow:
- Lifebars, 'nuff said. They jump around like crazy. Also no win marks or names.
- The background does not go darker for the fatality.
- The characters also jump around a little, careful with that. The easiest way is to delete the prevoius sprite up until it's feet. Then paste the new sprite over the feet, lining them up appropriately. Works like a charm.
- Your blood is animated in practically no way. The two fountains, which are direct from the warehouse of course, do not fade out, spurt, or anything.
- Raiden's torso falls on the floor in one frame, terrible! Fluency is extremely important in an animation!
- It is SO fast! Make the frames last longer!
- There is no "Scorpion Wins" text.
- Now, if Scorpion is kicking with his left leg, his right leg must be on the floor correct? So tell me how he can suddenly roundhouse with his right leg? Looks like you slipped up a little there.
- What happens with the finish him text? It sort of shrinks for about 2 frames then dissapears?
- The lifebar of Raiden does actually decrease as he is hit, which is good. But if you are going to work with the lifebars in that respect, make sure the timer changes too.
Oh well, lol, things on the better side are:
+ The animation is reasonable (even though it has been done a few times)
+ 21 FRAMES THIS TIME! Lol. That is more than your others, but try to get at least 30 (for gifs) for the fatality alone (includes screen dark and fatality texts).
+ It's good you're trying to incorporate other stuff, such as the lifebar increasing (but as I said above, if you are going to do that, try for the timer as well
)
It is evident that you have some good ideas and are getting better at executing them. Keep at it, and just get some of your own sprites! It takes time I know, but use genesis sprites to start with as they are much easier to extract.
Just keep firing them out and work hard at them.

When you add the life bars in, you can use Paint, just have the lifebars copied to the clipboard and paste them into each frame one at a time. This way, you are making sure they are consistently in the right space.
As others have said, the timer should have moved (only from 45 to 44, though - since the timer stops when it says "Finish Him").
Your animation is getting smoother, however, it's still just a little rough. If only it were possible for sites like MKW to get complete sprites. Unless that happens, just start ripping your own.
