Whats the difference between Photoshop CS ($699.99) and Photoshop CS Upgrade(199.99) If U read the discribtions there the same but Upgrades $500 cheaper.

Photoshop CS is for people who don't have Photoshop. The upgrade is for people who already do.

yeah the upgrade is if you have Photoshop 7 and want to upgrade to CS

So it would be a good idea to Photoshop 7 which is 79.99 and then get Photoshop 8 Upgrade which comes to a total of about $280 instead of buying CS which is $700. And is there any difference between 7 and 8

Photoshop Elements is the cheap version of Photoshop. It runs between $70-$100 bucks. Most people making fakes would be fine with it. Advanced users and photographers would miss the differences.
