That looks really cool.

The only thing I see wrong is that you made Sub-Zero out of MK2 Sub-Zero, so the shoulder things stick out too far.

The good things about this is the frozen Tarkatan sprite and the background, and that's really it.

The beheaded Tarkatan's feet are way too big, and the lower torso looks cartoony compared to the upper torso. Sub-Zero looks way too chunky, you should have used his MKIII unmasked sprite, then add the customs in.

Overall this fake is fairly marginal. It isn't bad, but it's not that good either. 2/5

Come on now, at least he's making his own sprites and backgrounds. I think it looks real good, the proportions are a bit off, but the colors to the sprites look great. I just wished the background wasn't so monochromatic.

Really, that frozen Tarkatan looks radioactive. He’s glowing too much. All of your light sources have the same problem. Especially the one in the top left, the lens flare on that is overdone.

Sub-Zero, while looking chunky, also looks blurry. Did your monitor go out of focus?

I think everything else has been covered.

You can do a lot better than this, Arctic. Give it another go, but don’t use so many filter effects and try and sharpen the image as a whole.
