The Z Review, a fairly reputable movie news website from the UK, has updated their Mortal Kombat 3 section with the following information. I take this with a grain of salt, but this site has given me no reason to doubt its reliability.

Cast:
Liu Kang- Robin Shou
Kitana- Talisa Soto
Rayden- Christopher Lambert from the first film
Johnny Cage- Linden Ashby from the first film will reprise his role.
Filming will start in November"

Except Jeff Meek who played rayden in MKConquest, and he can really fight as well
