I'm not sure if this info has been mentioned somewhere and I missed it but will Beta include Single and Local VS or is it just Online Vs? I suck too hard for online to be fun or worthwhile but I really want to enjoy Beta Access.

It has not been said. Pretty sure more details will come out closer to the launch of the beta. These betas are usually there to stress test the servers and make sure online is working well. I doubt there will be a single only mode.

I'm guessing it'll be like the build shown at the reveal events, but with any extra characters/stages added if revealed before the Beta release. So hopefully that means an offline and an online mode to stress test the servers.

I really hope that they include 1 Chapter of Story Mode and a part of the Konquest Mode that will probably be announced on the 30th
