We already knew about Scorpion and Raiden going into this. During the reveal event Baraka, Skarlet, Sonya, Sub-Zero, Geras, and Kronika were all shown. Kabal also showed up when they were teasing the Kombat Kast, in case you missed him running across the screen.
And people have posted screens from other streams, I guess from London? of Cassie Cage and Johnny Cage.
So far:

So that's 11 not including Shao Kawn who is a pre-order bonus and thus not one of the 25 character slots we saw at the event. So that means there are 14 characters left on the base roster that we don't know yet.
So... every time i see the logo of MK11 it reminds me of MK2. I would bet that every Kharacter from MK2 is in MK11. Thast would mean:
Lui Kang, Kung Lao, Johnny Cage, Reptile, Sub Zero, Shang Tsung, Kitana, Jax, Mileena, Baraka, Scorpion, Raiden

Sonja, Skarlet, Geras and likely Kabal makes 16 out of 25. I am a little irritated that only one MKX Kharacter seems to be in MK11. I personally liked D'Vorah a lot and i think three of them ( D'Vorah, Kotal Kahn and Cassie Cage ) should be in MK11. It just doesn't make much sense to create new Kharacters and then no one comes back in the next game.
So 25 aren't a big roster if you think about how many Kharacters were created in the whole franchise BUT! if there are two kombat packs with each 6 Kharacters.... then i would bet that at least 8-10 would be mk kharacters and 2-4 guest kharacters. And then i am sure we gonna have way more fan favorites in the roster than most people here expecting.
