Does anyone know if the premium edition will include all Kombat Packs (not just the first one) and Shao Khan? Thanks

It does include the Kombat Packs, for 6 characters, some skins and such.
Shao Kahn is a preorder bonus and not attached to any version specifically. So if you preordered the game, you should have Shao Kahn.
