BD is Black Dragon. Kabal was Black Dragon originally, with no relation to Stryker or the Police. There are 2 possibilities for his introduction as a policeman in MK9:

1. He was always a policeman and uncover in the Black Dragon (meybe even too far gone that he started doing bad sh*t)

2. He cut a deal with the US SF to start a new life and get a new identity if the helps bring the BD down

Cause in now way he could have gone to Police Academy after being a BD with a record!!

And Steve is Steve Brownback, the blonde guy from the kombat kast, who used to be very fat, but now seems to be going through a transitional phase, but let's not talk about that. He is 16 bit on twitter and sometimes responds to fans, though he favours characters that I, personally, don't really enjoy.

This is why I don’t understand where the story is going? Steve’s lore on both characters so far have been based on pre-mk9 before the timeline was altered by Raiden. It doesn’t explain why Kabal is BD again, or why Steve mentioned Jade killed Tanya from the old timeline

I don't think we've seen any strong suggestion that present day Kabal is Black Dragon again. He uses Black Dragon tech, but that's forgivable, a, because I doubt his weapons/customizations are firmly canon, and b, it's easy to assume he'd still use similar tech, even after breaking from the clan.

The description on his official youtube reveal implies he's still a revenent, and his primary costume has grey skin, which falls in line with Jade's revenent skin. Notice his other burnt skin has pink/fleshy, more human burns, which don't match the greys of his primary.

As for his burnt & unburnt alt skins, they represent past versions of him... because the game's plot is clearly very wibbledy wobbledy timey wimey. Yes, his unburnt skin represents him as he was in the Black Dragon, but there's nothing to suggest present day Revenent Kabal has rejoined.

Wasn't this in MK9?

I don't think NRS knows their own lore anymore. They got so much wrong in MKX that it's mind boggling and I think they also view Shaolin Monks iteration of the MK1 and 2 story as the definitive version now minus a mind controlled Kitana.

From what I saw in Shawn Kittelsen's twitter cconversation, he has gone through all of the bios, endings, the Deception and Armageddon konquest modes, the tv series and pretty much all of the lore affiliated with Mortal Kombat after getting a bit of hickups from fans in the beginning of the comics.

He implemented a lot of lore bits in the comic too: the kamidogu, NItara's blood magic, the kreeyan-Outworld War and Reiko being in it, Red Dragon vs Black Dragon etc

Pardon my ignorance I'm not exactly keeping a microscopic eye on this game, but is this guy now writing for the game?
