Should any of them return, and if so, how? IMO:

Baraka, Mileena and Quan Chi: All three should return as revenants, with their non-canon live selves being playable, just like Liu Kang, Kung Lao, and Kitana, though their revenant selves should get many intros too, as should any other revenants, more so than they did in MKX. In Quan Chi's case, it'd just be poetic justice for him to become a revenant.

(I wonder how all three of them would look like as revenants, especially Quan Chi)

Another possibility for Quan Chi is making his MKX ending canon, which'd see him return as a revenant, but in the service of the Elder Gods instead of Raiden.

Sektor: Should be revealed to have copied his personality into other cyborgs before he was killed, that was activated into one of them upon his death. All this time, he's been abducting people in secret and turning them into cyborgs. He also allied himself with the Order Realm, who is interested in establishing it's own Cyber-Initiative.

It would be cool if his ending was canon, and while I think it should be - from many other people's perspective, maybe it's time for him to go, or maybe take a long break.

If Shang is chosen by the Elder Gods, a fitting prize for him in addition to the promise of revenge exacted on Liu, would be the gift of a revenant Quan Chi that serves the champion: Shang Tsung.

Besides Mileena, the others who died in MK X can stay dead for a while.
